Woman sexually assaulted in Vic

A SOUTH American woman has been sexually assaulted by a man who gave her a lift on Victoria's Mornington Peninsula.

Police say a man approached the 28-year-old, who is working in Australia as a nanny, at McCrae on Sunday and offered her a lift to a train station.

He drove her to an isolated part of Shoreham, punched her in the face and grappled with her, before she got out of the car and tried to flee.

The man then allegedly ran her down and sexually assaulted her.

He fled the scene in his car, described as a gold-coloured Holden utility.

Detective Senior Sergeant Jason Walsh said the woman was extremely distressed and traumatised by the attack and had decided to leave Australia earlier than planned.

"She received minor facial injuries, however, emotionally will be scarred forever," he said on Tuesday.

Police say the man told the woman his name was Dane, and is described as Caucasian in appearance, of thin build, about 25 years old and about 165cm tall with short, light-brown or blond hair and light-brown eyes.

He was wearing a dark T-shirt, possibly black, light beige pants, possibly cargos and dark-coloured shoes.

Scooter company on track for first profit

SCOOTER maker Vmoto expects 2013 will be its first profitable year, thanks to growing sales in China.

The company makes electric and petrol scooters in China, and distributes them to more than 30 countries.

Vmoto also owns 10 retail outlets in China, with four of those stores having opened in the last two months.

On Monday, the company said November was another profitable month, and the company still expects to make its maiden annual profit, of between $300,000 and $600,000, in the 2013 calendar year.

Vmoto listed on the Australian share market in 2002.

It expects to have had made 42,000 scooters in the year, and had sold 3,197 of its own scooters in China by the end of November.

"The gradual buildup in sales month-on-month are testament to the Vmoto brand becoming increasingly recognised as a premium product for electric scooter riders in China," it said.

The company's shares gained 0.1 of a cent to 3.1 cents.

China bans officials from public smoking

CHINA has banned its officials from smoking in public to set an example to the rest of the country that has the world's largest number of smokers.

The official Xinhua News Agency said officials are not allowed to smoke in schools, hospitals, sports venues, on public transport or any other places where smoking is banned, or to smoke or offer cigarettes when performing official duties. They also cannot use public funds to buy cigarettes, and within Communist Party or government offices tobacco products cannot be sold nor adverts displayed.

Xinhua said on Sunday the rules were contained in a circular from the Communist Party's central committee and the State Council, or China's cabinet.

There is no nationwide law banning smoking in indoor public places, but the government has tried to ban the practice in the past.

In 2011, the Health Ministry issued guidelines banning smoking in venues including hotels and restaurants, but these are not strictly enforced. Experts say huge revenues from the state-owned tobacco monopoly hinder anti-smoking measures.

"Smoking remains a relatively universal phenomenon in public venues. Some officials smoke in public places, which has not only jeopardised the environment and public health, but tarnished the image of party and government offices and leaders and has a negative influence," the circular read, according to Xinhua.

China has more than 300 million smokers. Smoking, which is linked to an average annual death toll of 1.4 million people in China in recent years, is one of the greatest health threats the country faces, government statistics show. The annual number of cigarettes sold in the country increased by 50 per cent to 2.52 trillion in 2012 compared with 10 years earlier, according to the Chinese Association on Tobacco Control, which is overseen by health authorities.

Perth gets ready for NYE parties

LIVE music, fancy-dress parties and fireworks are on offer in Perth for New Year's Eve, but police are warning revellers to act responsibly.

An extra 1000 police will be on the streets on New Year's Eve, to clamp down on rowdy or anti-social behaviour and drink-drivers.

Assistant Commissioner Gary Dreibergs said with so many people expected in Perth's entertainment precincts, people should look out for their mates and plan their trip home before they go out.

"To put it simply, respect yourself, and respect others," he said.

"All too often we see minor matters escalate into serious incidents because someone who has consumed too much alcohol isn't able to make the right decision to step away from a minor disagreement or other trivial occurrence, such as being bumped by someone else."

Police have also warned people not to hire drivers who are advertising their taxi services online illegally.

Family entertainment in Perth includes fireworks in Mandurah and Rockingham, and a party at Perth Zoo with live music.

On New Year's Day, about 35,000 people are expected to attend the Perth Cup at Ascot Racecourse.

Government won't 'speculate' on GP fee

THE federal government has refused to "speculate" about a proposal to make patients pay a $5 fee for bulk-billed GP visits.

A national Commission of Audit has received a proposal for a co-payment scheme for GP consultations.

Doctor groups and political parties have criticised such a move, claiming it would destroy Medicare and limit access to GPs for some community groups.

Co-payments would see patients pay a fee for bulk-billed GP consultations.

News Corp Australia reports pensioners and concession card holders would be exempt from the fee.

Families would also be granted up to 12 bulk-billed visits annually.

Federal Health Minister Peter Dutton said he would not comment on "speculation around what the Commission of Audit may or may not recommend".

"The commission's work is still being compiled and will be provided to the government in 2014," he said in a statement.

"The government will be able to consider any recommendations and respond after that time."

Mr Dutton said the government had committed to making sure the health system was sustainable and accessible in the future.

The Abbott government has been ridiculed for its refusal to rule out a GP fee.

The Opposition has called on Mr Abbott to immediately strike out the idea while The Greens say it will cause many to think twice about a GP visit.

Acting Greens leader Senator Richard Di Natale said on Sunday it was a step towards a two-tiered US-style health system and away from universal healthcare.

Dr Con Costa, of the Doctors' Reform Society, believes a GP fee would make emergency departments busier.

"Introducing a $5 co-payment is false cost-savings," he said in a statement.

"People would stop seeing their GP, ending up sicker and going to hospital - which costs thousands of dollars a day versus the current $36 to see a GP bulk-billed."

It has been reported a co-payment plan aimed to help ease unnecessary trips to the doctor.

But Australian Medical Association (AMA) president Dr Steve Hambleton said the majority of visits to the GP were very "reasonable and helpful" with only a minority causing doctors to ask why they came.

A co-payment scheme was introduced under the Hawke government in the 1990s but was scrapped.

WA's Taste Master reluctant to leave

JUMPING out of a plane was not as frightening as scaling the famously hair-raising Gloucester Tree in Western Australia's South West region, the man with one of the best jobs in the world says.

Rich Keam counts the 72-metre tree near Pemberton as the only challenge that's bested him in his enviable role as Tourism WA's "taste master" over the past four months.

The 35-year-old Englishman believes he scored the best of all seven gigs offered by Tourism Australia - including "chief funster" in NSW - as he's tasked with munching his way through WA's considerable culinary delights after beating more than 600,000 other applicants from around the world.

With about six weeks of his six-month contract remaining, he's yet to take in the temperate towns of Denmark, Albany and Esperance in the state's Great Southern region, and Geraldton in the Mid West.

But he's been dazzled by the Kimberley's rugged beauty, relished the South West - where he rubbed shoulders with top chefs such as Heston Blumenthal at the Margaret River Gourmet Escape - and taken the plunge from a tiny plane in the middle of Perth.

"I was absolutely terrified," Keam said of the tandem dive that landed him in the city's central Langley Park.

"I'm tall, so I had to stick my leg out onto the wheel and go head first down. That was surreal."

However, it wasn't as scary as trying to climbing 153 thin pegs to the top of the Gloucester Tree, a former fire lookout in the middle of Karri forest.

Keam twice made it about 15 metres up then declared: "I'm coming down!".

"My eyes were blurring, I got sweaty hands.

"I'd sooner jump out of a plane.

"If there was a harness, I'd do it, but that's the challenge, isn't it - to do it without a harness."

Keam said another top adventure was participating in the Kickstarters Gascoyne Dash, which starts in desert inland from Carnarvon.

The Brighton-based film costumer reached 220km in a souped-up buggy driven by WA's off-road racing champion Bradley Cooper, but it was the people he met in the fishing town that left the greatest impression.

"I just had a great time there," he said.

"There were really friendly people in Carnarvon - some real characters."

And after sampling boab tuber chutney, ants and pearl meat, Keam's gourmet highlight was at the Sal Salis luxury eco-camp on the Coral Coast at Ningaloo Reef, where he feasted on pork belly and mud crab salad.

"I was the only person there," Keam said.

"It was so peaceful and serene, looking out at the ocean, so I took two hours to eat it."

Keam says he'll miss WA - the ultimate self-drive holiday destination with its vast distances - and its family-friendly capital.

"I don't really want to leave.

"I'd like to stay here for a couple of years."

Man, girl found at north Qld campground

A MAN and a young girl who were missing for 24 hours near Townsville have been found.

Police say the man, 32, and the six-year-old girl left a home in Lansing St, Mount Louisa, to scout for a camping site about 1.30pm (AEST) on Friday.

The pair did not take their camping gear with them and had been expected to return, but they hadn't come back by 9pm and relatives raised the alarm.

After an extensive search involving a police helicopter, the pair were found safe and well at a camping-ground car park about 1pm on Saturday.

Police said the pair had decided to sleep the night in their ute after darkness made it difficult to find their way back.

NSW's 12km traffic queue spoils holidays

HOLIDAY makers in NSW are facing traffic jams up to 12 kilometres long, with queues growing throughout Saturday.

Southbound traffic at Macksville was backed up 12kms at 2pm, adding 60 minutes travel time.

In Woodburn, near Lismore, Northbound traffic is backed up 10km and causing delays of 75 minutes, the Transport Management Centre (TMC) said in a statement.

Traffic is also banked up 4.5km at Hexham, near Newcastle, and 5km at Ewingdale.

On the South Coast southbound traffic queues of 8km and 7km are causing hour-long delays at Gerringong and Bateman's Bay.

"Motorists are advised to plan their trip, allow plenty of additional travel time, expect delays and take regular breaks," the TMC said in a statement on Saturday.

In the Hunter and on the North Coast, traffic has eased northbound on the M1 Pacific Motorway (F3) approaching John Renshaw Drive.

Traffic has also eased at Urunga and Frederickton.

Kids to benefit from big federal programs

KIDS with bad teeth are likely to be the biggest beneficiaries of two federal government programs focused on children starting in the new year.

A new schools funding system begins in 2014 and will pump hundreds of millions into schools and their more than three million students around the country.

The federal government has pledged an extra $2.8 billion in total over the next four years, although the individual state allocations are still being finalised.

From January 1, a $4.1 billion dental benefits scheme aims to improve the oral health of children aged two to 18 years and adults on low incomes. The scheme is to run for six years.

Parents will be able to access Medicare payments capped at $1000 over two years for a wider range of specific services, from basic dental check-ups and cleaning through to emergency care.

Previously, eligible persons could get money back from the government to help pay for only a single dental check-up each year.

The new package will cover 3.4 million children and one million adults.

Elsewhere, federal parliamentarians will face a crackdown on expenses rorting when a new system comes into force after a number were this year forced to pay back travel expenses.

From January 1, MPs and senators required to repay claims found to be ineligible will be hit with a "significant financial penalty" worth 25 per cent of their claim.

Repeat offenders and their offices will receive mandatory training on expenses rules.

In the workplace, victims of office bullying will be able to take their cases to the Fair Work Commission, which can hold mediations and has new powers to make orders to prevent bullying.

But it won't have the power to order compensation.

Some 2000 of Tasmania's unemployed are set to benefit from the federal coalition government's Apple Isle jobs program, after it was brought forward by six months to Wednesday.

Businesses in Tasmania, which suffers from high unemployement and little economic growth, will be in line for one-off payments of $3250 if they hire a job seeker for at least six months' full-time work.

There's also potential for lower grocery prices from January 1, after retailing giants Coles and Woolworths agreed to stop funding fuel discounts through their supermarket divisions.

Future fuel discounts will be covered by their fuel retailing businesses, after an agreement was reached this year with the Australian Competition and Consumer Commission.

There would have been more federal changes from January 1, but these have been held up in the Senate where the legislation is still being examined.

These include plans to halt tax benefits for families whose teenage children have finished school, tighten pension eligibility criteria for Australians living overseas and replace student tertiary "start-up" scholarships with loans.

WA govt's shark kill plan proceeds

THE West Australian government has revealed the beaches where up to 72 baited hooks will be used to catch and kill sharks this summer under its controversial new "mitigation" policy.

The Liberal state government has come under fire for recently stepping up the measures after a spate of fatal attacks in WA waters, with plans to set baited hooks one kilometre offshore from January.

This has prompted outrage from conservation groups, with some even threatening to remove bait from the drum line hooks to prevent shark deaths.

On Friday, Premier Colin Barnett revealed the metropolitan Perth beaches where the devices will be set: Ocean Reef/Mullaloo, Trigg/Scarborough, Floreat/City Beach, Cottesloe/North Cottesloe and Port Leighton.

The areas will be patrolled until April.

In the South West region, drum lines will be set at Old Dunsborough, Meelup/Castle Rock and Gracetown - where the most recent fatality occurred - up until the end of school holidays in February.

Thereafter, surfing hotspots south of Cape Naturaliste will be the focus.

Mr Barnett said there had been a significant number of shark sightings at the locations, which were frequented by a large number of water users.

Despite substantial opposition to the plan, he reiterated that the new measures were necessary after a surge in shark activity in the state's waters in recent years.

"We have had 20 fatal shark attacks in WA in the past 100 years - seven of them in the past three years," he said.

On Tuesday, the WA government called for professional shark fishermen to apply to patrol the state's waters and kill any shark bigger than three metres spotted in the designated zones.

After the death of surfer Chris Boyd in Gracetown last month, Mr Barnett said the WA government "had to intervene more directly".

Cops to speak to men injured in NSW crash

POLICE are waiting to speak to three men injured in a horror crash on the NSW Central Coast that claimed the lives of two friends.

Police said the crash happened just before 5am (AEDT) on Thursday when a south-bound vehicle hit the embankment north of Jolls Bridge.

One man, 31, was thrown from the vehicle and died at the scene. A second man, 22, was trapped in the wreckage and died before he could be released.

Three other men, aged 29, 22 and 27, were treated by NSW Ambulance paramedics then taken to hospital in a stable condition with non life-threatening injures.

Police said they hoped to speak to the injured men, all of whom were from the Sydney suburb of Auburn.

Traffic in the area was disrupted for five hours after the crash.

The national road toll period runs from midnight December 23, 2013 until midnight January 3, 2014, local times, in line with the Australia New Zealand Policing Advisory Board.

Vic journo appeals to Thai governor

AN Australian journalist, increasingly anxious over law suits brought against his Thai-based website by the Royal Thai Navy, has lodged an appeal with a provincial governor to try to persuade the navy to drop the charges.

Alan Morison, formerly of Melbourne and editor of online news website Phuketwan, based in southern Thai resort island of Phuket, and journalist, Chutima Sidasathiam, face up to seven years jail if convicted on charges of criminal defamation and breaches of the Computer Crimes Act.

The charges followed publication in July of a news story by the Reuters news agency of an investigation into allegations of Royal Thai Navy personal involvement in the trafficking of Myanmar (Burma) Rohingya refugees whose vessels sail into Thai waters on their way to Malaysia.

Morison says the Royal Thai Navy immediately pressed charges against Phuketwan in July but only recently made them aware of the charges. Earlier this week the two were summoned for questioning by Thai Police for three hours then allowed home.

On Wednesday Morison lodged a letter of appeal with the Phuket Governor Maitree Intrusud as the governor was preparing to meet with senior Thai Navy and Army personnel to discuss security.

"It's impossible for us to know with absolute certainty what might happen." Morison told AAP.

"This whole action was brought to defend the reputation of the navy and in fact, if anything, the action itself has been extremely damaging for the navy and will continue to be damaging for the navy as long as (the action) exists," he said.

Burma's Rohingya, especially from Western Arakine State, are largely stateless, with hundreds fleeing each year by boat to try to reach the Muslim states of Malaysia and Indonesia.

But many craft fall short of their destination and are sighted in Thai waters north of Malaysia.

Thailand's official policy has been to assist boats by providing water and food, but there have ben allegations about human rights abuses and links between naval personnel and human trafficking gangs.

Morison says it appears to be the first time the Thai military has used the Computer Crimes Act against a media outlet.

"In principle we think these two laws are onerous. The principle of criminal defamation in itself is quite wrong and the use of the Computer Crimes Act is very contentious in every possible way, and for the military to sue the media anywhere in a democracy is an extreme measure," he said.

Morison, who launched the website five years ago, says he has been planning to sell or close the website as it is largely funded from personal savings from working as a journalist in Australia.

But the navy's action has changed the outlook.

"Now that the navy has acted against us we have no intention of shutting it down unless we're forced to."

Morison says freedom of the media in this case is "so obviously at risk that we'd be prepared to go to jail if necessary to prove this point."

Morison and Chutima were told by Thai police this week to appear in court in early January.

Man charged after NSW church-goer stabbed

A MAN has been charged after a woman was allegedly stabbed while walking to church in Elizabeth Bay.

The 44-year-old woman was walking along Roslyn Street on her way to midnight mass on Tuesday night when she was approached by a man who allegedly stabbed her in the abdomen.

The woman was treated by NSW ambulance paramedics before being taken to St Vincent's Hospital, where she is reported to be in stable condition.

Witnesses alerted police and followed the man to a block of units in Ward Avenue at Potts Point where he was arrested.

A 38-year-old Potts Point man was taken to Kings Cross Police Station where he charged with one count of wounding with intent to cause grievous bodily harm.

He was refused bail and will appear in Parramatta Bail Court on Wednesday via video link.

Two men arrested over SA police chase

TWO young men have been arrested on Christmas Day after a police pursuit through the southern suburban streets of Adelaide.

While responding to reports just after 2.30am of a suspicious car at Elizabeth Road at Christie Downs, south of Adelaide, police spotted one of the men allegedly marking graffiti on a building.

The man then drove off in a Nissen sedan, police said.

Officers pursued the car through several backstreets before calling off the chase.

The car was found a short time later in Christine Street, Morphett Vale.

The driver ran off but was quickly caught by police.

An 18-year-old Flagstaff Hill man has been charged with marking graffiti, engaging in a police pursuit and hindering police.

An 18-year-old man from Morphett Vale was arrested for breach of bail.

CANADIAN dairy firm Saputo has increased its stake in Warrnambool Cheese and Butter to almost 18 per cent.

Saputo and Australian dairy co-operative Murray Goulburn are the two companies still battling for control of Warrnambool Cheese, after Bega Cheese recently allowed its bid to lapse.

Saputo said on Tuesday it now holds 17.92 per cent per cent of Warrnambool shares.

However, 13.35 per cent of those shares remain subject to withdrawal rights, with investors who accepted Saputo's offer before December 17 allowed to withdraw their acceptance before January 3.

Murray Goulburn holds a 17 per cent stake in Warrnambool.

Saputo is offering $9.00 per Warrnambool share, but under changes to its bid made on December 17, that price will increase to as much as $9.60 as its stake in the company increases.

Saputo's current bid is final.

Murray Goulburn's bid of $9.50 is conditional upon it obtaining more than 50 per cent of Warrnambool shares.

Shares in Warrnambool were unchanged on Tuesday at $9.25.

PaperlinX to axe jobs in Europe

PAPER merchant and packaging supplier PaperlinX will cut 75 jobs in Germany and 65 in the United Kingdom as it continues to restructure its operations.

The redundancies will take effect in the second half of the current financial year.

PaperlinX said jobs would go in Germany as it consolidates a number of warehouses and sales offices into a central warehouse in Biebesheim.

In the UK, PaperlinX will close sites in Nottingham, Sheffield and Leeds, and move to a central information technology platform.

The changes are the latest in the company's restructuring over the past six months, which in total have resulted in the loss of 340 full time employees, or 8.4 per cent of its workforce.

A pre-tax restructuring charge of about $9.5 million will be included in PaperlinX's accounts for the six months to December 31.

Further charges are expected in the second half of the 2013/14 financial year as the company seeks further cost cuts.

PaperlinX also confirmed its previous guidance of marginally profitable underlying earnings for the 2013/14 financial year.

It expects to realise an underlying earnings loss in the six months to December 31 of about $10 million to $11 million, which would compare to a loss of $13.7 million in the prior corresponding period.

Shares in PaperlinX gained 0.1 of a cent to 4.4 cents.

15 Vic cops nabbed drink-driving

FIFTEEN Victorian police officers have been caught drink-driving in the past year, the state's most senior officer says.

Chief commissioner Ken Lay told reporters at a press conference on road safety on Monday that he's embarrassed by the revelation.

Four of the 15 quit the force, two were dismissed and two officers were demoted but later had their rank restored on appeal.

"That's very concerning for me and the police executive," Mr Lay said.

Three other cases are pending, while other members who recorded lower alcohol readings were fined, suffered pay cuts or were ordered to make donations to police foundations.

Mr Lay said the officers had let down Victoria Police and the community.

He said the force was working to tackle the problem and all 15 officers concerned had been referred to a road trauma awareness program.

SOUTH Australian Dignity for Disability MP Kelly Vincent has challenged other political parties to ditch their election posters ahead of the state poll in March.

Ms Vincent says her party won't bother with posters, preferring to spend its modest campaign budget on engaging with voters.

She says the posters are just a distraction for drivers and an environmental disaster.

"We challenge other political parties to commit to the same," she said.

"No wasteful, unwanted candidate posters for election 2014."

Man critical after CBD assault

POLICE are searching for a man who intervened in a couple's fight, seriously injuring a 38-year-old man in the early hours of Sunday morning.

The couple were arguing on the footpath of Queen Street near the intersection with Wharf Street around 4am when an unidentified man stepped in, seriously injuring the 38-year-old.

Brisbane region detective inspector Ian Park said the partner of the injured Arana Hills man was by his bedside in hospital.

"She's very upset obviously by what's happened," he said.

He said the man today remained in Royal Brisbane and Women's Hospital in a critical condition with serious injuries after being resuscitated at the scene.

Insp Park said alcohol may have been a factor.

"I guess it's a fair assumption that at 4 o'clock there is going to be alcohol involved, so we would appeal to people to just be careful with alcohol and look after themselves and each other and not to drink to excessive levels, which is always a deadly cocktail."

There were reports that people performed CPR on the man before paramedics arrived.

Alessandro Vosolo, who is staying on the 44th floor of the building, said the fight sounded violent and lasted less than four minutes.

"Fighting, screaming, arguing like guys getting thrown around, that sort of thing," he said.

One witness said he was on the 20th floor of the hotel and heard the fight.

"A dude got beat up... We heard it but then police rocked up."

Police insp Park said a number of witnesses had already been interviewed but appealed for more people to step forward, particularly the man, understood to be Caucasian and in his 30s, who was involved in the fight.

The injured man was taken to the Royal Brisbane and Women's Hospital in a critical condition.

"Initial information suggests that a man and a woman were seen arguing on the footpath of Queen Street near the intersection with Wharf Street when another man intervened just before 4am," police said in a statement.

Police said the two men were then involved in a fight in which a 38-year-old Arana Hills man sustained a serious head injury.

Detective inspector Ian Park said police were also investigating the assault of a man who got into a fight with a hotel staff member at the Orient about 4.30am.

A 37-year-old man fell down the stairs and suffered serious head injuries when his head hit the concrete pavement.

"I believe the may have been a disagreement between this person and a staff member but as to what actually took place is subject to investigation," Insp Park said.

The man was taken to the Princess Alexandra Hospital where he is in a serious condition.

In a third incident, a man was allegedly glassed in the face at the Family Nightclub on McLachlan St in the Fortitude Valley about 3am Sunday.

Police said a 19-year-old was struck in the face with a glass, receiving cuts to his cheek area. Police said the man did not have life-threatening injuries.

A spokesman said security staff and patrons stopped the alleged attacker and held him until police arrived.

A 20-year-old Calamvale man has been charged with assault occasioning bodily harm. He is due to appear in the Brisbane Magistrates Court on Monday morning.

Two men killed in gyrocopter crash

A PILOT and his passenger were checking fire damaged bushland when their gyrocopter crashed northeast of Melbourne, killing both.

The bodies of the 51-year-old pilot from Melbourne, and a second unidentified man, were found in rugged terrain in Victoria's Kinglake National Park about 7am on Sunday (AEDT).

A police plane spotted the wreckage in dense bushland that has regenerated after bushfires.

Searchers had been scouring the park for the men, who failed to return from what was to be a 15-minute flight from the Yarra Valley conference centre on the Melba Highway at Dixons Creek about 7.20pm on Saturday.

Benalla Acting Senior Sergeant Colin Anderson said the pair were flying over a remote area of the ranges to view bushfire damage.

Emergency services were notified when the men failed to return as planned.

An extensive search on Saturday evening failed to find the pair and was called off when it got dark, resuming early Sunday.

Acting Sen Sgt Anderson said next of kin were yet to be notified and he was unable to confirm reports the second man was from overseas.

The bodies are expected to be retrieved from the wreckage on Sunday afternoon, with the help of the SES, he said.

Police are investigating the cause of the crash and will prepare a brief for the coroner.

"There's experts coming to view the wreckage and from that, that report will be prepared for the coroner," he said.

Acting Sen Sgt Anderson said it was a tragedy.

"It's devastating to all concerned - people involved that have to retrieve people from the situation and those directly involved with the people that have been killed," he said.

BRITISH Prime Minister David Cameron has paid tribute to the "fortitude and resilience" of people affected by the Lockerbie bombing.

He said the 1988 atrocity, which killed 270 people, remained "one of the worst aviation disasters in history and the deadliest act of terrorism" committed in the United Kingdom.

"The loss of Pan Am Flight 103 over Lockerbie at 7.03pm UK time on the evening of December 21, 1988, was a shocking event," he said.

"A loss made more poignant still by being so close to Christmas.

Cameron said memories of the 243 passengers, 16 crew and 11 Lockerbie residents who lost their lives had not dimmed.

"Over the last quarter of a century much attention has been focused on the perpetrators of the atrocity. Today our thoughts turn to its victims and to those whose lives have been touched and changed by what happened at Lockerbie that night," he said.

"To families, friends, neighbours, loved ones, and all those caught up in the painful process of recovery, let us say to them: our admiration for you is unconditional.

"For the fortitude and resilience you have shown. For your determination never to give up.

"You have shown that terrorist acts cannot crush the human spirit.

"That is why terrorism will never prevail.

"And even in the darkest moments of grief, it is possible to glimpse the flickering flame of hope."

The tragedy continued to forge a strong bond between Lockerbie Academy and Syracuse University, the prime minister said.

"Syracuse lost 35 of its own on that fateful evening. Nothing can restore the promise of those young lives cut short."

Each year since the tragedy the university has awarded 35 scholarships to its own undergraduates and two to Lockerbie students.

"This is the lasting and optimistic legacy bequeathed to future generations on behalf of those who lost their lives on this day 25 years ago and who we remember today," Cameron said.

Mega zinc mine set to close in 2015

AUSTRALIA'S largest open-cut zinc mine is set close in 2015, affecting hundreds of workers.

The Century Zinc mine, near Mount Isa, achieved record mining rates this year, meaning zinc metal reserves will be exhausted one year earlier than anticipated.

The mine has about 900 employees and contractors, including many indigenous drive-in, drive-out workers.

Owner MMG says it will investigate opportunities to convert the remaining minerals to ore reserves, but expects open-pit production to cease in mid-2015.

Portrait Gallery appoints new director

A FORMER Fulbright Scholar has been appointed the new director of the National Portrait Gallery.

Angus Trumble will take over from interim director Jennifer Bott at the Canberra gallery from February 10.

Mr Trumble was a Fulbright Scholar at New York University's Institute of Fine Arts, has worked as the curator of European art at the Art Gallery of South Australia and was a Harold White Fellow.

His most recent appointment was as the senior curator of paintings and sculpture at the Yale University Center for British Art.

"Mr Trumble's appointment brings knowledge and drive to one of Australia's newest national collecting institutions," the Minister for the Arts, George Brandis, said in a statement announcing the appointment on Friday.

Mr Trumble has been appointed for a five-year term.

The National Portrait Gallery is currently hosting the summer exhibition Elvis At 21, Photographs By Alfred Wertheimer, which showcases photographs charting the king of rock'n'roll's rise to fame.

FEDERAL independent Nick Xenophon wants changes to Australian telecommunications interception laws following calls for a narrowing of National Security Agency (NSA) powers.

A review board, set up by President Barack Obama in the wake of Edward Snowden's leaking of NSA secrets, has recommended a wide-ranging overhaul of its practices while preserving "robust" intelligence capabilities.

The panel issued 46 recommendations, including an end to retention of telephone "metadata" by the spy agency.

Senator Xenophon said the report was a "wake up call" and he would introduce legislation to curtail telecommunications interception powers in Australia.

The South Australian, who has previously called for a review of Australia's data surveillance practices, said if it was good enough for the US "then it's time we did the same thing".

"In the US legislation, there are safeguards for non-US citizens to avail themselves of the same procedures and judicial review as US citizens," he told AAP on Thursday.

"If the legislation doesn't pass it will be indeed ironic that Australian citizens will have more protection under US law than under their own laws."

Australia's domestic spy agencies have been under scrutiny after Snowdon leaks revealed the Defence Signals Directorate had tapped the phones of Indonesian President Susilo Bambang Yudhoyono and his wife.

"All I'm asking for the prime minister and opposition to do is to support what our closest ally is doing," Senator Xenophon said.

Boxer unfit for trial after jail beating

A WORLD kickboxing champion known as "the Aussie sniper" is unfit to stand trial for a drug charge because of brain injuries suffered in a savage jail attack, a Sydney judge says.

Adam Keith Watt should remain out of jail for up to three years to allow him to continue his rehabilitation, Justice Derek Price has ruled.

Five years ago, Watt, 45, was charged with conspiring to import 210 kilograms of pseudoephedrine into Australia from the Democratic Republic of Congo.

The former commonwealth and world champion kickboxer was accused of being in league with an international syndicate when he allegedly conspired to import the chemicals which would have produced about $50 million worth of the drug ice.

At the time of his arrest, Watt, who was trained by boxing great Jeff Fenech, was due to host an Australian TV boxing series.

While in custody in 2009, Watt was the victim of a savage assault which left him with a brain injury.

He was released on bail last year to allow him to attend the Royal Rehabilitation Centre Sydney.

In a judgment handed down in the Supreme Court this week, Justice Price found Watt was currently mentally unfit to stand trial.

However, he found the Crown case against Watt was capable of being proved beyond reasonable doubt and the charge should not be dismissed.

"The alleged offence is not trivial," the judge said.

"An agreement to import 210 kilograms of pseudoephedrine into Australia is a very serious offence and the accused's mental condition does not warrant the charge being dismissed."

Instead the judge ruled Watt should be released from his current bail conditions for a period not exceeding three years up until December 15, 2016.

During this time, Watt must continue to attend rehab.

Qld AG expresses confidence in courts

QUEENSLAND'S attorney-general says reports of hostility between the judiciary and the government have been exaggerated.

Jarrod Bleijie says some remarks about a "cooling of relations" between judges and the government over new laws aimed at bikies and sex offenders have been blown out of proportion.

He made the comments in a speech to judges, barristers and other members of the legal fraternity at a Christmas ceremony at the Supreme Court in Brisbane on Wednesday.

He said it was ok for politicians and judges to disagree, so long as they did so in a civil fashion, and he said that had been the case in recent months.

"What is important to observe is that whilst the legislators and members of the legal community may, from time to time, disagree on important issues, that criticism should respect the institutional integrity of both the executive and the judiciary," Mr Bleijie said.

He said the government and the people of Queensland continued to have confidence in the courts to dispense justice.

"Lest the view from one end of George Street to the other has become blurred, the government and people of Queensland continue to have full confidence in the members of this and every court of the state to dispense justice according to their oaths taken."

Some judges and lawyers have been at odds with Mr Bleijie in recent months, questioning both inside and outside court some of the new laws he's introduced.

Mr Bleijie has launched a series of appeals relating to his bikie and sex offender laws, citing his view that some rulings have not reflected community expectations.

And he's said, particularly in relation to sex offenders, that as far as victims are concerned, Queensland has a legal system, not a justice system.

on Tuesday, Mr Bleijie said he would look to appeal reduced sentences given to three bikies who refused to give evidence at Crime and Misconduct Commission hearings.

In giving the men reduced sentences, Supreme Court judge Peter Applegarth referred to the government's harsh new jail conditions that apply for bikies, including solitary confinement.

As he flagged the possibility of appeals in those cases, he said the sentences failed to set a deterrent and weren't in line with what the community wanted.

Small business loans more risky, says RBA

IT'S inevitable that lending costs for small businesses will be higher than that of larger businesses, the head of the Reserve Bank of Australia says.

Governor Glenn Stevens was asked at a parliamentary committee hearing about the discrepancy between the lending rates for larger business and smaller businesses and if it affects competition.

"The question is what do you do about that, it's inevitable that most small business are genuinely more risky by their nature," he said.

"You want to encourage that risk taking to a certain point but there is no getting around the fact that they are going to be more risky, and the price of credit from the banking system is and should reflect that."

He was also asked why the gap has widened between the cash rate and small business loan.

"I think its the case the actual effective rate paid even for small businesses has come down pretty much as low as its been at anytime in quite a while.

"It's true it hasn't come down as much as the cash rate."

Mr Stevens said getting home finance is easier than a small business loan because the risk assessment is more difficult.

"It's much easier to lend for mortgages, they're much more generic and its much easier to assess the risk.

"For small business they're more idiosyncratic it's a lot harder to do," he said.

"There's an inability for small business, very small business, to have the amount of collateral that a bank would like to have against a loan."

Mr Stevens said many small business use the family home as collateral.

"We may or may not like that fact, but that was a piece of collateral they had," he said.

"It's possible being in a world that the collateral they put up is not the same which could be a potential impediment."

Budget update a wake-up call: business

BUSINESS groups hope the mid-year budget update will be a wake-up call to the Abbott government to deal with the challenges it now faces.

The mid-year economic and fiscal outlook (MYEFO) released on Tuesday forecasts the 2013/14 budget deficit ballooning to $47 billion, rather than the $30.1 billion predicted in August, and there will be further deficits over the next 10 years if no action is taken.

Business Council of Australia chief executive Jennifer Westacott said the government faces a decade of committed reform to put the budget on a more sustainable footing.

"MYEFO shows Australia faces a decade of deficits if the federal government does not begin to correct the excessive spending that has left the fiscal position weaker than it should be and exposed to future global economic volatility," she said in a statement.

She said a disciplined 2014/15 budget that included structural measures to contain government expenditures over time needs to be matched by greater efforts to boost economic growth and productive capacity to greatly assist the budget repair job.

"The ongoing weakness of revenues also highlights the critical role that tax reform will need to play both in shoring up the strength of the revenue base and increasing efficiency to drive economic growth," she said.

Welfare groups believe the government must align social and economic goals.

UnitingCare Australia national director Lin Hatfield Dodds says the political debate has become locked into rhetoric about debt and deficit, rather than having "smart, evidence-based" debates about effective public policy and improving the quality of life of all Australians.

"Current policy debt is thin, impoverishing us all," she said in a statement.

"Achieving a better balance will require collecting more tax, and could be achieved by winding back inefficient and unfair tax concessions."

Australian Chamber of Commerce and Industry chief executive Peter Anderson said MYEFO showed there were no pain-free options to build a stronger economy over the next decade.

"This budget deterioration makes the work of the Commission of Audit a national priority, especially if it undertakes a root and branch review of government spending, duplication of services and idle or underperforming assets."

He said that with industrialised governments mired in debt and deficit, only private sector growth and prosperity can retain living standards so reform that gives private sector incentive to invest and grow is needed.

Ratings agency Moody's said the projections were worse than they expected in terms of the fiscal and debt positions.

"However, as Moody's have always said, the Australian government has very low debt levels as a starting point, and the larger deficit in the current fiscal year, while leading to a rise in debt, is not likely to change Moody's thinking about the Aaa rating of Australia," it said in a statement.

Accountancy group CPA Australia said the government should lead a community conversation about the country's future.

Unhelpful and distracting rhetoric about debt and deficit should end, chief executive Alex Malley said.

"The announcement by the treasurer today is sobering but it shouldn't be a trigger for wholesale cuts or a knee-jerk reaction that places the importance of a return to surplus above all else," he said.

The Distilled Spirit Industry Council of Australia suggested the government could take another look at alcohol taxes to raise more revenue.

It estimated moving to a single volumetric tax system for all types of alcohol could net $1.8 billion a year for federal coffers.

The Community and Public Sector Union criticised the lack of detail on public servant job cuts, saying the MYEFO statement would only heighten fears among bureaucrats.

Sydney taxi fare freeze recommended

A PROPOSED freeze on Sydney taxi fares will mean a pay cut for drivers and ignores soaring prices for LPG, the NSW Taxi Council says.

The Independent Pricing and Regulatory Tribunal (IPART) proposed a freeze on Sydney taxi fares for 2014/15 in a draft report released on Tuesday.

It also recommended issuing 190 new annual taxi licences.

IPART says cost is the main reason people don't catch taxis, and the recommendations, if adopted, would make cabs more affordable and easier to find.

But NSW Taxi Council chief executive Roy Wakelin-King said IPART had ignored market realities, such as the 20 per cent hike in LPG.

At the same time, the council released research that shows the industry contributes $1.15 billion each year to the NSW economy, and provides 17,500 full-time equivalent jobs.

Mr Wakelin-King said IPART had dudded the taxi industry, recommending drivers get 3.5 per cent lower wages next year, and "flooding the market" with new licences.

"There is a significant oversupply of taxis for most of the year and those involved in the industry are battling to earn reasonable incomes," he said.

He said IPART's recommendations would force people away from the industry, which would be bad for customers.

The report prepared for the taxi council by Deloitte Access Economics found the industry delivered up to $20 million in annual revenue to the NSW government.

IPART had considered lowering fares from July 2014, but decided freezing fares struck a better balance for drivers and the public.

IPART recommends that maximum fares for urban areas including Newcastle, Wollongong, the Blue Mountains and the Central Coast continue to be the same as fares in Sydney.

Submissions on the draft report close on January 31.

IPART provides its final report in February 2014, with Transport for NSW to decide on the number of licences to be released by the end of March.

Aurizon to cut rail fleet, cancel project

FREIGHT and coal haulage operator Aurizon will take a hit of almost $200 million as it cuts the size of its rail fleet and cancels a major Queensland project.

The company, previously known as QR National, is reducing its locomotive fleet by 28 per cent and cutting the number of wagons by 12 per cent in a bid to bring down fuel and maintenance costs.

Aurizon's downsizing will appear as an asset impairment expense of $130 million to $150 million in its accounts for the first half of the 2013/14 financial year.

The company will also incur a $47 million impairment on recent changes to several projects, including Glencore Xstrata's decision to stop the Wandoan project because of weakening thermal coal prices.

Aurizon had proposed a 210 kilometre Surat Basin rail corridor from the Wandoan mine in a joint venture with the Swiss multinational.

"There's not any job losses that are related to that," chief executive Lance Hockridge told reporters on Monday.

In July, Aurizon launched a second voluntary redundancy program in a bid to save $230 million by 2015.

Some 248 voluntary redundancies have since been accepted.

"I think the bulk of it is done," Mr Hockridge said.

More than 2,000 employees have left the company since it was privatised by the former Queensland Labor government in 2010.

Mr Hockridge said he was "cautious but confident" about the thermal coal sector, as well as the future of projects in Queensland's Galilee Basin, where Aurizon has agreed to develop a rail project for the GVK-Hancock joint venture involving billionaire Gina Rinehart.

Aurizon shares were down one cent at $4.69 at 1504 AEDT.

Pressure grows for NSW pub lockouts

EMERGENCY service workers and doctors are demanding NSW government action to stop the carnage caused by alcohol-fuelled violence.

NSW confirmed it was the capital of drunken violence at the weekend, with 540 arrests during a trans-Tasman operation meant to curb the problem.

The NSW opposition is renewing its calls for a trial of reduced trading hours and lockouts in the state's licensed venues after the success of those measures in Newcastle.

The Last Drinks coalition, a group representing concerned emergency department staff, police and paramedics, has joined the chorus.

Its spokesperson, Australian Salaried Medical Officers' Federation president Dr Tony Sara, says the pressure is firmly on the government.

Dr Sara says a trial in select trouble spots would show positive results in a short time.

He said measures in Newcastle cut alcohol violence by 37 per cent and emergency department admissions by 26 per cent, so were worth a try in Sydney.

He challenged NSW Premier Barry O'Farrell to explain what harm a trial could do, believing the government was under the thumb of the powerful liquor lobby.

"How could it hurt?" Dr Sara told AAP.

"It might reduce profits a bit, but either they lose some money or we continue to have people hurt and maimed.

"I think the community comes before profits."

But Mr O'Farrell rejected calls for tougher laws, arguing authorities had done their part.

"Police and government agencies are doing their bit and the hotel industry, by and large, is responsibly getting on with their task," he told reporters on Monday.

"What we now need is for the community to come to the party."

NSW Opposition Leader John Robertson says police tell him privately they support tougher measures such as pub lockouts.

Police Commissioner Andrew Scipione agreed that cultural shift was crucial.

"Police will never arrest our way out of this problem," he said.

"If we don't start today we will lose a generation of young people to this love affair with alcohol."

Mr Scipione said a 23-year-old man who was punched and stomped on in front of dozens of revellers at Bondi Beach at the weekend was no longer in a critical condition.

The Australian Hotels Association NSW would not comment.

Bushfire threatens lives, homes in WA town

FIREFIGHTERS are battling an out-of-control bushfire that is threatening lives and homes northeast of Perth.

An emergency warning has been issued for people four kilometres east of Toodyay.

The Department of Fire and Emergency Services (DFES) says the fire is burning on both sides of Goomalling Toodyay Road, and homes in the Wicklow and Dumbarton Estates are under direct threat.

"You are in danger and need to act immediately to survive," the DFES said.

"The bushfire is out of control and unpredictable."

About 150 career and volunteer firefighters from the Fire and Rescue Service and Bush Fire Service are fighting the fire, which was reported at 9.18am on Sunday and has so far burned about 100 hectares.

Two helitacs and two fixed-wing water bombers have been sent to assist ground crews.

The DFES says the bushfire is moving fast in a south-southeastern direction.

Residents in Toodyay, about 86km northeast of Perth, told AAP there was smoke in the township but they were pleased with the quick response from firefighters.

Shire president David Dow said the blaze was burning in a semi-rural and rural area but there were still hundreds of people living there.

"The fire is obviously very serious," he told AAP.

"Everyone is just getting out at the moment."

The DFES has warned that if the way is clear, residents should leave now.

"Do not wait and see. Leaving at the last minute is deadly," it said.

Residents who plan to stay and actively defend their properties are warned not to rely on mains water pressure because it may be affected.

People have been told to leave in a western direction towards the Toodyay township.

Goomalling-Toodyay Road has been closed and motorists have been warned to avoid the area.

The cause of the fire is unknown.

In December 2009, a bushfire caused by a fallen power pole destroyed 38 homes and damaged about 137 properties in Toodyay.

A YOUNG woman is in a critical condition in hospital after she was hit by a garbage truck during a night out in Melbourne.

The woman in her 20s was struck by the truck, which allegedly failed to stop, at the corner of Elizabeth and Lonsdale Streets after 4.30am (AEDT), police say.

A 40-year-old Wallan man has been arrested and is speaking to police.

The woman's condition is critical, a Royal Melbourne Hospital spokeswoman said.

Police are reviewing CCTV footage in the area.

Anyone who may have witnessed the incident should come forward, especially two women who were at the scene, police said.

Dutch poll says 21% 'back more euthanasia'

MORE than one in five Dutch people believe that euthanasia should be allowed for elderly people who are "tired of living", new research suggests.

Of 2000 Dutch people polled, 21 per cent said euthanasia should be allowed for people who no longer wish to live - even if they do not have a serious disease.

Dutch euthanasia law allows doctors to assist suicide for patients who are suffering unbearably from a medical condition with no prospect of improvement.

Hundreds of terminally ill Britons have travelled to receive assisted dying in countries where euthanasia is permitted, reports suggest.

There has been much debate in the Netherlands as to whether euthanasia laws should be extended so doctors can help elderly people who are not seriously ill, but who are simply tired of living, to die.

Researchers decided to examine the level of public support for the matter.

While one in five agreed with the prospect, just over half disagreed and a quarter neither agreed nor disagreed.

Those who supported euthanasia for older people tired of living were more likely to be highly educated and non-religious, researchers said.

Publishing their findings in the Journal of Medical Ethics, they wrote: "Although it is lower than the level of support for assistance in dying for patients whose suffering is rooted in a serious medical condition, our finding that a substantial minority of the general public supports physician assistance in dying for older people who are tired of living implies that this topic may need to be taken seriously in the debate about end-of-life decision-making.

A COUNTRY-WIDE licensing authority for a range of occupations including lawyers and real estate agents has been scrapped.

The Council of Australian Governments (COAG) has agreed to scrap the National Occupation Licensing Authority which was set up by the former Labor federal government after a 2008 COAG meeting.

Most states decided at a meeting in Canberra on Friday not to proceed with the national scheme, citing the cost and other problems.

"Let's try to bring about the same outcome in a less cumbersome, less time-consuming and ultimately more productive way, and I think that's what we are going to do now," Prime Minister Tony Abbott said.

Mr Abbott said there should be a seamless national economy so people such as lawyers and plumbers could trade in every jurisdiction and not just where they were licensed.

He said mutual recognition could bring that about without the extraordinarily difficult and endless processes national schemes seemed to involve.

States were generally opposed to the scheme because it would mean they would miss out on licence fee revenue.

The authority will cease operations in early 2014.

NSW man jailed for beheading murder

A MAN who shot and decapitated his neighbour after an argument about a tree has been sentenced to at least 19 years in jail.

Jonathon Andrew Stenberg, 47, killed Edward "Ned" Kelly, 54, at his Broadwater home on the NSW north coast in June last year.

In sentencing him at the Supreme Court on Friday, Justice Monika Schmidt described Stenberg's actions as "brutal and unnecessary".

She said Stenberg was not remorseful, as he had failed to reveal what he had done with Mr Kelly's head, which had never been found.

"I am not convinced ... the offender has accepted necessary responsibility for his actions, which resulted in the brutal and unprovoked death of Mr Kelly, or that he has taken the step available to him to make reparation for what he has done," she said.

Mr Kelly's headless body was found on his kitchen floor with two blood-stained knives next to his neck.

The court heard the pair had a history of bad blood, dating back to 2008 when Stenberg bought a block of land neighbouring Mr Kelly.

On the morning of Sunday, June 17, 2012, Stenberg was cutting down a tree on his property when a row between the two erupted.

Around 3am the next morning, Stenberg stumbled home from the pub, telling his wife: "I got pissed off and shot our neighbour."

Stenberg fled and was found in July, hiding out in thick scrub just south of Darwin armed with a Glock pistol.

Justice Schmidt said Stenberg, who had served in the military for two years, had been "high-functioning and successful".

While he had a history of anxiety and depression, there was no evidence it was severe or debilitating, she said.

The court heard the global financial crisis had hit Stenberg hard and he was now bankrupt.

She sentenced him to a maximum of 25 years and five months.

His earliest date for release is in June 2031.

Outside court, Mr Kelly's sister, Margaret Simmons, said the murder had hurt the entire family, particularly his girlfriend Barbara Mikkelsen.

"An atomic bomb has been dropped on our lives ... his girlfriend is devastated ... She has nothing now, nothing."

NSW deficit revised with $656m downfall

A SOFT economy and government revenue decline have cancelled out the benefits from a prospering property market to deliver a big blow to NSW's bottom line.

Despite initial budget forecasts for a $1.89 billion deficit in 2013-14, NSW is now on track to plunge to about a $2.5 billion deficit.

The $656 million downfall will push out NSW's target for a surplus to 2016-17, according to the Half-Yearly Review released on Thursday.

NSW Treasurer Mike Baird said a fall in payroll tax revenue, despite the "shining light" property sector, contributed to the position.

He also attributed a shift in budget accounting and employee and superannuation expenses to the negative revision.

The NSW government is still reaping the rewards of a strengthening property market with stamp duty growth expected to exceed budget forecasts by between three and four per cent.

But the outlook shows it will not be enough to overcome the forecast $166 million decrease in payroll tax revenue for 2013-14.

"Over the budget estimates, yes, stamp duty is up but it is pretty much offset by the payroll," Mr Baird said on Thursday.

"So the payroll weakness has come off (due to) two factors.

"Wages growth is not as strong and a slighter, weaker employment rate ... so that has driven the revenue down in terms of payroll." Property Council of Australia NSW executive director Glenn Byres said the stamp duty results showed the property market was one of the viable areas of the economy.

"Where we need to be cautious is stamp duty is a volatile source of revenue, so the state will need to immune itself against sudden shifts," he told AAP.

Mr Byres said the real challenge was making the property market upturn go past the usual "ebb and flow" cycle of one or two years.

Mr Baird said the budget would be in a worse position if not for the lease and sale of assets such as Port Botany and Kembla.

The asset sales have helped prop up NSW's infrastructure spending.

Mr Baird conceded the state had challenges but said he was not alarmed.

He also did not rule out further revenue raising actions to bring the books back into the black.

Based on figures from a new budget accounting standard that incorporates changes to how superannuation is treated, NSW is forecast to achieve a $320 million surplus by 2016-17.

That is later than the June forecast of a $157m surplus in 2015-16.

The NSW Business Chamber says it's not surprising payroll tax receipts are lower than expected with business confidence in the "doldrums" for two years.

"The NSW Business Chamber has long been a critic of payroll tax as a burden that does not encourage employers to hire new staff and is a perverse incentive to reduce employment during economic downturns," chief executive officer Stephen Cartwright said.

Opposition Leader John Robertson said it took an extraordinary level of incompetence to have tax takes, record dividends and job cuts but not a balanced budget.

"What this shows is this Liberal government with a treasurer in Mike Baird is inept and incapable of delivering a budget that is going to sustain NSW going forward," he said.

Fares up and bus route changes for Sydney

SYDNEY commuters may have to travel further to reach their bus stops next year and pay more to climb aboard following a raft of transport changes.

The NSW government's 20-year plan to redesign Sydney's bus system aims to streamline more than 600 bus routes.

The plan, Sydney's Bus Future, will introduce a three-tiered network and see more rapid routes, like the existing metrobuses.

The rapid routes will link major centres and create a "turn up and go service" with a bus every 10 minutes on weekdays.

However, routes will see fewer stops and commuters may have to walk further to reach them.

Transport Minister Gladys Berejiklian announced the plan on Thursday, along with a public transport fare increase to start on January 5.

Opposition Leader John Robertson slammed the plan, saying it would create longer queues at fewer bus stops.

Customers on "suburban" routes will get a bus at least every 10 minutes in peak times and every 15 minutes during the day on weekdays.

"Local" services will have buses stopping every 400 metres.

The new plan's 13 "rapid" routes will link Sydney's hubs, but will only stop every 800 metres to one kilometre.

The government says the bus route changes will see 1.5 million Sydneysiders living within a 10 minute walk to "turn up and go" services on rapid or suburban routes.

Sydney Business Chamber executive director Patricia Forsythe said the government recognised that increasing buses was the problem, not the solution, for traffic congestion.

"The metro bus routes have been very popular and the development of more rapid services that have reduced stopping patterns, but faster trips, will be very attractive to passengers who travel over longer distances," she said.

The Tourism & Transport Forum supports the plan, but deputy chief executive Trent Zimmerman wants more services to Olympic Park.

"We are disappointed the plan does not include express bus services from Strathfield to cater for a growing workforce and we encourage the government to keep the door open on improving bus links to Olympic Park," he said.

While the government says it will not increase MyZone fares in line with an IPART recommendation, there will be an increase in line with CPI.

The hike will range between a 20 cent increase on single adult tickets up to a $2 increase for MyMulti weekly tickets.

However, Opal fares will remain unchanged.

Cloud over William Street tower

QUEENSLAND'S auditor-general has questioned whether the state government got value for money from its CBD revamp.

No business case was developed for the William Street tower, a government agency hub to be built by the private sector opposite Parliament House.

Auditor-General Andrew Greaves says government policy wasn't followed and alternatives weren't investigated such as direct public sector ownership or leasing at other locations.

"While the costs associated with 1 William Street may represent value for money, it was not determined before the decision was taken, or subsequently, that it epitomises value for the state," the report said.

About 75,000 square metres of the tower will be leased back to the government for 15 years for $1.14 billion.

Once completed in 2016, some public servants will be moved over from neighbouring high rises, which were sold in May.

Mr Greaves criticised the government for not embarking on a traditional competitive sale process and instead offloading the high rises to government-owned Queensland Investment Corporation and the trust funds it manages.

The seven properties were bought for $527 million, $237 million, or 31 per cent less than the prior year's independent valuation, the report said.

Although the state obtained two independent valuations supporting the sale price, the market was not tested to determine if a higher or lower sale price would have been achieved.

Nor did it investigate whether it was better to sell the properties individually rather than as a portfolio.

"The absence of market competition, effectively means from the states perspective the transaction was not 'at arms length'," the report said.

"Without a competitive sale process and given the significant difference between the book value and the sale price achieved, prima facie it raises the issue of whether the state can demonstrate that it obtained best value for money for the assets it sold."

The opposition says Queensland taxpayers could be out of pocket $2.26 billion once rent for the sold properties, rent for William Street and the loss on sales is added up.

Deputy Leader Tim Mulherin said the fact a business case wasn't done showed the deal was quickly cobbled together.

"This deal was really a deal for the premier and his treasurer and the ministers around self-indulgence," he said.

Treasurer Tim Nicholls was unapologetic and is satisfied the state achieved value for money.

"There is no evidence to refute the calculations obtained by the state, nor is there any direct evidence presented ... that the state achieved less than market value through this transaction,."

Govts spend faster than economy grows:PBO

THE pace of federal government spending has outstripped economic growth over the past decade, particularly under the former Labor government.

The independent Parliamentary Budget Office (PBO) found that between 2002/03 and 2012/13 government spending grew by 27 per cent faster than the economy, after accounting for inflation.

Spending averaged 3.8 per cent a year during the period, when the economy was growing at three per cent on average.

During the first half of the decade - 2002/03 to 2007/08 - and during the latter years of the Howard government, spending grew by 13 per cent faster than the economy.

Spending also averaged four per cent annually, when growth averaged 3.6 per cent.

However, while economic growth slowed to 2.4 per cent over the second half of the decade under Labor - 2007/08 to 2012/13 - spending was 47 per cent faster.

The PBO said the rate of spending growth under Labor initially accelerated due to the fiscal stimulus measures adopted to combat the effects of the 2008-2009 global financial crisis.

These measures were subsequently withdrawn by 2012/13.

The largest contributors to growth in spending over the 10-year period were social security and welfare, and health, which accounted for over one half of the growth in total spending.

The report is the first part of a study into government spending.

The second part will be released after the government releases the mid-year economic and fiscal outlook and will address forecast and projected spending trends over the 2013/14 budget forward estimates period.

Joyce announces agriculture white paper

THE federal government is looking for ideas on how to boost the productivity and competitiveness of Australia's agriculture sector.

Agriculture Minister Barnaby Joyce on Monday announced the terms of reference for a white paper, and the establishment of a task force to consult with stakeholders.

Mr Joyce said the goal of the paper was to generate jobs, improve farm gate returns, consider food security and increase agriculture's contribution to Australia's wider economic growth.

Australia's natural competitive advantage, and proximity to the fastest growing markets in the world, presented the agriculture sector with a strong future, he said.

"We are in the right place, at the right time, with the right product to sell, especially as Asia moves towards the middle class," he told reporters in Canberra.

An issues paper will be released in the coming weeks, ahead of consultation with industry and community groups.

Mr Joyce said he was hoping for the widest possible participation from peak industry bodies, farming groups and community organisations in this process.

"This gives the Australian people a chance to participate in Australia's agricultural future," he said.

The white paper will also examine whether the national guidelines for drought preparedness are adequate.

Nationals MP Andrew Broad said it was important the policy settings were right to deliver good outcomes for Australia's farming producers and exporters.

A national food plan announced by the former Labor government in May had "some value" and it would be worth keeping some of those ideas in mind, he said.

"I think it would be naive to just completely scrap everything," he told reporters.

FEDERAL parliament has paused to mark the passing of Nelson Mandela, with Acting Prime Minister Warren Truss describing him as a freedom fighter and a great man.

Leading a condolence motion in the House of Representatives, Mr Truss rose on Monday to record parliament's "deep regret" for the former South African president's passing.

"Madam speaker, our parliament pauses today to mark the loss of a great man, a freedom fighter who became a national healer, a prisoner who became a president," he said ahead of question time.

"Very few leaders in human history have embodied their cause in the way that Nelson Mandela represented a free and equal South Africa."

Prime Minister Tony Abbott and Opposition Leader Bill Shorten left Australia earlier on Monday to attend a memorial service for Mr Mandela in South Africa on Tuesday.

Woman badly hurt in carpark attack

A WOMAN suffered severe head injuries after a man knocked her to the ground during an argument in a shopping centre car park in NSW's Hunter region, police say.

The 37-year-old woman was assaulted shortly before midnight on Saturday in East Maitland.

She was treated at the scene by ambulance paramedics before being taken to John Hunter Hospital.

A 30-year-old man was arrested at the scene and charged with recklessly causing grievous bodily harm and grievous bodily harm.

He was refused bail to appear in Maitland Local Court on Monday.

Teenager dies on NSW road

A 16-YEAR-OLD boy has died after being struck by a ute near Dubbo.

NSW police say the boy was hit on Old Dubbo Road about 10km south of Dubbo on Saturday night.

He died at the scene.

The ute driver, a 24-year-old man, was taken to hospital for mandatory blood and urine tests.

Investigating officers are inspecting a quad bike the boy was riding shortly before he was struck.

Earlier on Saturday night, a 20-year-old man died after a car crash near Cowra, also in the state's central west.

Police say three men were in the Holden Commodore when it hit a tree about 7pm, trapping the back-seat passenger who sustained head and internal injuries.

He was released by emergency crews and taken to Cowra Hospital where he died about 10pm.

The 20-year-old driver and 23-year-old front-seat passenger sustained minor injuries.

The driver has undergone mandatory blood and alcohol testing.

PM Abbott to travel to Johannesburg

PRIME Minister Tony Abbott will travel to Johannesburg to attend a memorial service for Nelson Mandela.

Mr Abbott said in a statement on Saturday he would extend an invitation to Opposition Leader Bill Shorten to accompany him on the trip to South Africa in the coming week.

It is also the last parliamentary sitting week of 2013.

"There is a long bipartisan history of Australian support for South Africa and the campaign to abolish apartheid," the prime minister said.

Australian flags will be at half mast on the day of the former South African president's official memorial.

Pilgrim robber on journey to Vic hold-up

HE was dressed as a pilgrim but he was not on his way to a holy place.

Wearing a purple pilgrim top with a white collar and green gloves, a man entered a suburban Melbourne milkbar, demanded cash from the front counter and then produced a knife.

When the staff member refused to hand over money, the bandit jumped on the counter and pulled out the entire cash register.

He fled with a second offender, who was standing at the door of the Ringwood East milkbar.

The incident happened on Old Lilydale Road on November 28, about 9.20pm (AEDT)

The pilgrim bandit is described as 180cm tall with a solid build, an Australian accent and wearing black track suit pants and black shoes.

The second offender is described as tall and thin but it is not known it was a man or woman.

Asthma hampers play, sex and work: study

NEARLY a third of dads with uncontrolled asthma avoid running around with their kids, according to a study that shows the condition affects almost every aspect of adult life.

It takes a toll on dating, sexual pleasure and people's careers, according to an Asthma Australia report on the study of more than 1000 people with poor asthma control.

More than one in 10 mothers in the study avoid playtime with their children and 16 per cent of parents find it difficult to carry their child. 

More than two million Australians have asthma, and the condition can be controlled with the right medication and treatment plan, says respiratory physician Dr Simon Bowler.

"There is absolutely no reason why people with asthma can't gain better control."

He said the place to start was to discuss an action plan with a GP.

Dating and socialising are a major problem, with a large proportion of people in the study saying they cannot not keep up with friends during a night out. Many say they go home early.

A third say they worry about wheezing at the theatre or movies.

One young woman said she didn't tell her boyfriend about her asthma on their first few dates. When she could not hide it any more, she pretended it wasn't important.

A third of men and about 20 per cent of women in the study say their asthma interferes with their sex life.

Asthma Australia CEO Mark Brooke says it is essential for people to ask their GP for help.

"Often simple changes like getting a treatment plan or reviewing their medication can help minimise the impact on patients' sex lives," said Dr Bowler, chair of the organisation's medical advisory committee.

More than half of the people in the AstraZeneca-sponsored study miss work every year because of their symptoms.

Almost 20 per cent take time off six times a year or more.

A large proportion say asthma has hampered their career.

Almost two thirds have had an asthma attack at work, with 40 per cent saying stress made their symptoms worse.

One senior executive said he had been embarrassed by staff who tried to keep away from him when he had an asthma cough.

Only six per cent say their colleagues are supportive and many do not feel comfortable taking medication in front of others.

NIGELLA Lawson may be a "domestic goddess" but she doesn't accept being called "the lady of the house".

In a second day of evidence on Thursday, Lawson stood in high-heeled boots for another four-and-a-half hours of answering questions in a UK court - with some of her responses sparking a few smiles and giggles.

Testifying at the trial of two former assistants accused of fraudulently using her and former husband Charles Saatchi's credit cards, the celebrity cook took issue with defence barrister Karina Arden referring to her as "the lady of the house" - a home she later joked must have been the "cleanest house ever in the world".

Repeating the term back to the barrister, Lawson said: "I don't think it is the job of a woman to run a house."

She said it was the job of both herself and Saatchi, and has already told London's Isleworth Crown Court she is an "independent woman".

When asked if the multi-millionaire Saatchi Gallery owner had an interest in the house, Lawson said: "Absolutely. He would go round and point out marks he wanted removed.

"He is a person with a tremendous eye for detail."

When Arden was asking if a property owned by Saatchi was sold for STG25 million ($A45.3 million), and Lawson said she was not aware of the exact sum, the barrister said the figure had been reported in the press, to which the TV star replied: "Then it must be correct."

Her response prompted laughter from the members of the court press bench.

The food writer said among other duties, defendant Francesca Grillo would organise Saatchi's frappuccinos and sew buttons on his suits.

Arden asked if Francesca did the food shopping, to which Lawson replied: "I do a fair amount myself."

The barrister then said: "This is no criticism of you as a domestic goddess."

At one point, Arden referred to Saatchi as Charles and quickly apologised, to which Lawson replied, as quickly: "I don't mind what you call him."

Arden told Lawson she shares her "penchant for things Italian" and added that she did not mean that as a criticism.

Lawson said: "I don't see how that could ever be interpreted by anyone as a criticism."

When asked by Arden about specialist cleaners who came to their home, Lawson said Saatchi "likes to have control over every element".

She said: "You make the wrong assumption if you think I was in control of the decisions, and I don't think for one minute your client would disagree with me."

Speaking about weekends in which she would have been happy to spend time with family and do her own washing up, Lawson said she "complied" with her ex-husband's decision to call in help.

Arden said the former couple's home had a "silver room" filled with tea services, candlesticks and trays.

The barrister said silver cleaners visited once or twice a month and charged STG400 per visit.

Lawson disputed this, saying "mostly the silver looked awful" and she was glad to see the back of it.

When Arden suggested she probably did not clean the silver very often herself, Lawson said: "I do like cleaning silver and cleaning shoes.

"I find it incredibly therapeutic."

Mr Abbott told parliament Trade Minister Andrew Robb had successfully concluded negotiations with Korea, which is Australia's third largest export market.

Mr Abbott said it was good news for exporters, jobs, farmers and the country at large.

"Under this agreement, tariffs will be eliminated on Australia's major exports to Korea and there will be significant new market openings in services and investment," he said.

Tariffs will be phased out over the next 15 years on products such as beef, wheat, dairy, sugar, wine, seafood and fruits.

The deal will now go to cabinet and the joint standing committee on treaties.

"The conclusion of this free trade agreement will see the delivery of a key election commitment," the prime minister said.

He said the FTA presented significant opportunities for Australia, including boosting economic growth, creating more competitive industries, and providing consumers with access to goods and services at lower prices.

"The pursuit of these objectives drives Labor's support for a more open, global trading system," Mr Shorten said.

He requested that senior government officials soon provide a briefing to the opposition, and that the government release details of the agreement at the earliest possible time so it can be reviewed and assessed.

Qantas CEO says airline management 'great'

QANTAS chief executive Alan Joyce has launched a spirited defence of his management team's performance, saying they're doing a "great job in tough circumstances".

Qantas said on Thursday it would shed at least 1000 jobs as it works to save $2 billion over the next three years, after announcing it expects to post a half-year loss of up to $300 million.

Qantas' shares dropped 14.5 per cent to $1.06 as of 1235 AEDT following the announcement.

The news comes as Qantas continues to talk to the federal government about possible support for the airline.

Speaking on Thursday afternoon, Mr Joyce said he'd be taking at least a 38 per cent pay cut in 2013 due to the the airline's poor performance.

But he defended the work of Qantas' board and management.

"I believe the management of Qantas are doing a great job in tough circumstances," Mr Joyce told Sky News.

"The Qantas board and management are operating in tough environments and I believe are continuing to do a good job in tough circumstances."

He said there were a lot of airlines around the world that "would love to be reporting a profit nine of the last 10 years".

He said Qantas had a strong domestic franchise, a strong Jetstar business and a strong frequent flyer business.

"The value that we've created in this company and the strategic position that we've put the company in has been great," Mr Joyce added.

He said Qantas had made money in the domestic market in two out of the last three years.

But he said Qantas wasn't operating on a level playing field because its main domestic competitor Virgin was funded by three state-owned enterprises.

"That's created this unbalanced ... playing field," Mr Joyce said.

He said the airline was talking to the federal government about getting support, but refused to be drawn on what specific options were in play.

"I'm not going to give a running commentary," he said.

Trading conditions for Qantas deteriorated markedly in November with a steeper decline in passenger loads and yields.

In August, Australia's major airline swung to a $5 million full year profit, from a historic $245 million loss in the previous year.

Branson attacks Qantas management, service

BILLIONAIRE Richard Branson has urged the federal government to resist helping Qantas, saying the airline's management and service are to blame for its financial woes.

Qantas' rival Virgin Australia on Tuesday received approval from the Takeovers Panel for its planned $350 million equity raising which will allow major foreign shareholders to increase their stake in the airline.

It comes as Prime Minister Tony Abbott this week left the door open to allow greater foreign ownership of Qantas which is subject to laws ensuring it is at least 51 per cent Australian-owned.

Mr Branson, whose Virgin Group owns a 10 per cent stake in Virgin Australia, said it seemed strange that a liberal government would consider tilting the playing field in Qantas' favour.

"It would be grossly unfair and bewilder investors in Australia and worldwide," Mr Branson tweeted on Wednesday.

"If Qantas was better managed and offered the public a decent service it would not be in the financial mess it is currently claiming it is in."

He said the government should encourage competition, not "prop up the weak" when the going gets tough.

Virgin Australia's major shareholders Air New Zealand, Singapore Airlines and Etihad Airways own about 73 per cent of Virgin and plan to take up their full entitlement of new shares.

Qantas, which had been lobbying the federal government to stop Virgin's capital raising, released a statement saying the playing field was tipped in favour of Virgin whose three government-owned foreign airlines covered their losses.

"Qantas doesn't have that luxury and yet our customers have never been better served," the airline said.

"That's thanks to Qantas staff, who are the people responsible for our record customer service ratings."

The escalation of the feud between the two airlines comes after Virgin boss John Borghetti said his company was considering legal action over Qantas boss Alan Mr Joyce's claims that backing from foreign airlines allowed Virgin to run at a loss, thereby undermining competition.

In August Qantas recorded a $5 million profit as the battle for Australian airways reduced local earnings.

Video shows Vic premier desperate: Oppn

THE release of a video by Victorian Premier Denis Napthine ruling out laws that would restrict a woman's right to choose to have an abortion was a move by a rattled and desperate premier, the opposition says.

Independent MP Geoff Shaw, who holds the balance of power in the parliament, has reportedly approached Dr Napthine wanting to overhaul the state's abortion laws.

A motion was passed at the Victorian Liberal Party state conference on Sunday backing changes to abortion laws.

Dr Napthine released a video message on Tuesday night ruling out changes.

"As premier, neither I nor my government have any intention of introducing legislation that would reduce a woman's right to choose," he said.

"This issue was vigorously debated in the community and settled in the parliament in 2008.

"Let me again be crystal-clear about this - I have no intention whatsoever of introducing or supporting legislation that would reduce a woman's right to choose."

Acting opposition leader James Merlino said the premier was rattled.

"The premier released a video yesterday which can only be described as a move by a rattled and desperate premier," he told reporters.

"The fact of the matter is the only way that this issue will be debated in the parliament next year is if Premier Napthine has made a deal with Geoff Shaw."

Mr Merlino said it was clear Mr Shaw wanted a debate on the issue and it would be up to Dr Napthine to decide whether to give it the green light.

Two dead, 45 wounded in Thai protests

TWO people have been killed and 45 people have been wounded during political violence in the Thai capital.

The opposition has vowed a final push to overthrow the government on Sunday.

"The confirmed toll is now two dead and 45 injured," an official at the city's Erawan emergency centre told AFP.

The circumstances were unclear but the violence broke out after a confrontation late on Saturday between opposition protesters and government supporters staging their own rally at a Bangkok stadium in support of Prime Minister Yingluck Shinawatra.

G20 to shutdown tax leaks: Abbott

AUSTRALIA hopes to lead a united global charge against profit shifting during its Group of 20 presidency.

The nation on Sunday assumed host rights for the 2014 forum of the world's leading economies, with Prime Minister Tony Abbott setting a clear agenda.

"We are determined to ensure that we, as far as we can, improve the world's international taxation arrangements so we don't have the kind of leakage we've had in recent times through transfer pricing," Mr Abbott told reporters in Brisbane, the host city for November's leaders summit.

"The principle here is you should pay tax in the country where you earn the revenue and we will be talking to our G20 partners to make sure this is the case."

There will be a focus on private sector-led economic economic growth with talks on trade and banking, Mr Abbott added.

"We will be demonstrating what we believe is sound economic policy," the prime minister said, championing his domestic agenda of reduced taxation and regulation to drive productivity.

"It isn't just a meeting, it is a year to show practical leadership."

Australia will extend an invitation for the upcoming G20 to "key member of the global economic system" Singapore and "closest friend" New Zealand.

And as Australia continues to heal its wounds with Indonesia over spying allegations, Mr Abbott deflected speculation that visiting G20 leaders could be subject to eavesdropping, as was allegedly the case in 2013 when Russia hosted the summit in St Petersburg.

"I can promise leaders around the world that are visiting Australia that I'm going to be absolutely candid with them," Mr Abbott said.

"I won't be saying anything in private that I don't say in public. That's my commitment to the leaders of the world and I want to build the best possible G20."

The G20 presidency will see Australia host meetings of finance ministers, trade ministers and employment ministers, culminating in the leaders' summit, with some 4000 delegates and 3000 media representatives due to visit the country.

"The cost to the commonwealth is in the order of $400 million ... but we believe that the benefits of hosting a gathering like this ... far outweigh the costs," Mr Abbott said.

But at least one group will be voicing opposition to the event.

"While the coming together of nations could be an opportunity to promote peace, social justice and ecological sustainability, the G20 is perpetuating financial and economic system that is failing the majority of the world and destroying the planet," Kim Stewart said on behalf of the Brisbane Community Action Network G20.
